I can imagine it would be a torment for Frodo to be without water. But Eowyn does understand, doesn't she? They are both changed, and they must both make the best of what they have now. And Eowyn will do well enough for herself, with Faramir beside her, and her new role as a healer. I wish Frodo could have found a way as well.
